Business travel in Wyoming often looks different than in other states. It might involve a trip to a major resort in Jackson, a visit to the state capital in Cheyenne, or travel across long distances to support the state's vital energy and agriculture sectors. For any of these scenarios, having a clear per diem policy is the most efficient way to manage expenses.

Per diem, a daily allowance covering lodging, meals, and incidental expenses, is the simplest way to manage these costs. This guide will walk you through the federal per diem rates for Wyoming, explain the state's unique legal landscape, and show you how you can automate the entire process for maximum efficiency.

Wyoming Per Diem Rate

Per diem rates for official travel in Wyoming are set by the U.S. General Services Administration (GSA). These federal rates are mandatory for federal employees and serve as a common benchmark for private sector companies looking to create an IRS-compliant reimbursement policy.

For Fiscal Year 2025 (October 1, 2024, to September 30, 2025), key rates are broken down as follows:

National Park Gateways and Resort Areas

Wyoming's famous tourist destinations have some of the highest and most seasonally-variable Non-Standard Area (NSA) rates in the country.

  • Jackson / Pinedale (Teton & Sublette Counties):
    • M&IE: $92 per day
    • Lodging: Highly seasonal, with a peak summer rate of $420 per night (June-Sep) and a rate of $212 per night for all other months.
  • Cody (Park County):
    • M&IE: $74 per day
    • Lodging: Seasonal, with a peak summer rate of $190 per night (June-Sep) and a rate of $127 per night for all other months.

The first and last day of travel, the M&IE rate is $69.00 for the Jackson/Pinedale area and $55.50 for Cody.

Standard CONUS Rate

For any county in Wyoming not specifically listed by the GSA—including major cities like Cheyenne (Laramie County) and Casper (Natrona County)—the standard CONUS rate applies. For FY 2025, this rate is $178 ($110 for lodging and $68 for M&IE).

Some Important Wyoming Per Diem Laws

While private companies have flexibility in setting travel policies, it's important to understand that Wyoming law governs wage practices and has a distinct travel policy for its own state employees.

  • Employer Discretion and The Importance of Agreements: Wyoming law does not have a statute requiring private employers to reimburse employees for business travel expenses. This makes having a clear, written, and consistently enforced company travel policy crucial for setting expectations and avoiding potential disputes over what constitutes a reimbursable expense.

  • Wyoming's State Employee Travel Policy: The state has a detailed travel policy for its public employees (Wyoming Statute § 9-3-102). This policy directly links reimbursement for lodging, meals, and incidental expenses to the federal per diem rates set by the GSA, ensuring state employee reimbursement mirrors the federal standard.

Wyoming Per Diem Laws vs Federal Law

It's crucial to distinguish between the federal GSA system and Wyoming's state policy, as they apply to different groups but are closely related.

Primary Applicability

  • Federal Law (GSA): Mandatory for U.S. federal government employees traveling in Wyoming. It is also the most common standard used by private businesses for an IRS-compliant accountable plan.
  • State of Wyoming Policy: Applies only to Wyoming state government employees and does not govern private sector businesses.

Rate Setting and Usage

  • Federal Law (GSA): Sets the official lodging and M&IE rates that vary by season and location.
  • State of Wyoming Policy: Directly adopts the GSA rates for its own employees, making the GSA schedule the single standard for all government travel within the state.

Legal Focus

  • Federal Law (GSA): Designed to create a uniform system for federal travel that reflects market-rate costs across the country.
  • State of Wyoming Policy: Aims to manage the state's budget by aligning its reimbursement process with the established and annually-updated federal standards.
